Why did Dwight D. Eisenhower wear so few medals/awards?

Eisenhower never saw combat during his entire career in the military. He was a political desk-jockey which was a good factor in being the Commander of Allied Forces in Europe, but when he was also made “Commander of US forces” in Europe, he was incompetent. He was entitled to wear 11 US medals, all campaign or general service medals. Some he would not have been able to wear until the end of WW-2 while others he would have earned during WW-2. Only two that I saw were from pre-WW-2. He was granted a number of other foreign medals after WW-2 along with other awards.
